§ Mrs. HartIn September 1977 I introduced a scheme to provide training awards for certain Ugandan refugees who were pursuing courses of study in this country and who were without means of support. This scheme, which is administered by the World University Service, covers students in higher education in subjects of relevance to economic and social development, and 120 awards have been made available to date.
I have now decided to establish a regional scheme to provide a limited number of awards for Ugandan students who have sought refuge in neighbouring countries of Africa. Sixty such awards will be made available this year either for courses of study in Africa or in Britain. The criteria for selection of students for awards under the new scheme will be the same as for the existing one and in administering the scheme the World University Service will be advised by the same panel, drawn from universities and my Ministry, and chaired by Sir Geoffrey Wilson, which was set up last September.
