asked the Secretary of State for the Home Department if he will make a statement on the entitlement to residence in the United Kingdom of foreigners who enrol as students at colleges not registered with the Department of Education.

I understand that my right hon. Friend the Secretary of State for Education and Scienec has no statutory power to control or register further education establishments. They may apply for recognition as efficient under a voluntary scheme; however, the fact that an establishment is or is not so recognised is not in itself a ground for the grant or refusal of leave to enter or remain in the United Kingdom for a limited period of study.

Someone seeking such leave for the purpose of study must fulfil the requirements set out in the immigration rules made under the Immigrationu Act 1971. No one given leave to enter as a student since that Act took effect can thereby acquire any entitlement to permanuent residence.
