The figures for rate fund contributions to housing revenue accounts and for total relevant expenditure in England and Wales were as follows:
monitored by the annual road condition survey which is being carried out by local authorities in conjunction with my Department. But I have no evidence that the restriction of funds for maintenance has led to an increase in casualties. The cost of seat belt publicity campaigns is very small in relation to the cost of maintenance, and these campaigns can be very cost-effective.
