§ Mr. OakesNo. It is for the local authorities themselves to determine the balance of their own expenditure on the arts. Central Government expenditure is distributed by the Arts Council, either as grants to regional arts associations or 37W direct to clients throughout the country, on the merits of the applications for assistance.
