asked Her Majesty's Government:

Whether they are aware that the provisions of Section 121 of the Housing Act 1974 are being evaded by property companies which register nominee holdings in the Channel Islands and other off-shore havens, and what provisions are planned to ensure that tenants of property so owned are able to ascertain the true identity of their landlords.

Section 121 of the Housing Act 1974 was intended to enable a tenant to ascertain the identity of the person responsible at law for fulfilling the landlord's obligations under the lease; that is the individual or body corporate who is the immediate landlord. My right honourable friend has at present no evidence that the section is inadequate to achieve this purpose.
