asked the Secretary of State for Wales if he will issue a general instruction to local authorities in Wales instructing them that the residents of their area have the right to be represented by persons other than councillors in correspondence and other representations, except in formal council or council committee meetings, and that councils are acting beyond their authority if they refuse to accept or acknowledge such representations.
