asked the Minister of Overseas Development if she will specify the types and amounts of aid given or proposed for Vietnam since the recognition of the Hanoi Government.

Mrs. Hart:

Aid given in the financial years 1976–77 and 1977–78 was described in my reply to the hon. and learned Member for Kinross and West Perthshire (Mr. Fairbairn) on 25th April.—[Vol. 948, c. 538–40.] The only change is that the estimated cost of technical co-operation tude and to make a grant to the United Nations university; what form that grant will take; and whether she will make a statement.

Mrs. Hart:

There has been no change of attitude. During the past year detailed discussions have continued between my officials and officers of the United Nations university on its three main subject areas. I have now decided that a contribution to that part of the university's endowment fund which is designated for work of benefit to developing countries is right. The contribution, to be paid in instalments, will be in the form of a grant-in-aid. Provision for the first instalment is being taken in the 1978–79 Spring Supplementary Estimates.
