§ Mr. David Mitchellasked the Secretary of State for the Environment whether, in the light of representations he has received from the Associaton of District Councils, he will make a statement on the discretion available to local authorities on charges for trade and commercial refuse collection.
§ Mr. Marks:The discretion will apply when section 12(4) of the Control of Pollution Act 1974 comes into force. My right hon. Friend will be issuing guidance to local authorities on this, and we shall be writing to the hon. Member in due course.
