asked the Secretary of State for the Environment whether he will arrange for the creation of a waterside safety code, along similar lines to the highway code, dealing with safe conduct on the banks of canals and waterways.

Mr. Denis Howell:

One of the recommendations of the report of the Working Party on Water Safety, published by the Home Office in October 1977, was that a code of practice should be prepared on the general principles of water safety for inland waters. The Government are at present considering, with interested bodies, the recommendations of the working party and it would be wrong for me to pre-empt the outcome of these discussions by commenting on certain recommendations.
