Mr. David Price

asked the Secretary of State for Transport whether, in view of the fact that local authorities and local police forces are claiming that unless a vehicle driven by a registered disabled driver is supplied by the DHSS it cannot be classified as an invalid carriage, and therefore has no right to admission to areas where entry is restricted to invalid carriages, he will issue guidance to local authorities redefining the term invalid carriage to take account of the new situation brought about by the introduction of the mobility allowance.

Mr. Horam:

The Department has advised local authorities that, where they propose to permit disabled persons' vehicles in pedestrianised streets, there should be no discrimination between vehicles displaying a disabled person's orange badge. However, local authorities have discretion to be more restrictive if they consider the circumstances require it.
