Whether the United Kingdom representative at the United Nations has insisted that only troops from countries with effective constitutional and parliamentary government should be used by the United Nations in the policing of the election to be held in South West Africa.

No. It is for the Secretary-General, acting with the authority of the Security Council, to determine the composition of the group after consultation with the Council and with the parties concerned.
