Mr. Nicholas Winterton

asked the Secretary of State for the Environment what was the value of the rate support grant paid per head of population to Cheshire local authorities in 1978–79; what was the rate increase per head of population; what were the corresponding figures for each of the past five years; and how this compares with the average increase in retail prices in each of the past five years.

The amounts paid in rate support grant per head of population to Cheshire local authorities for each of the years from 1974–75 to 1977–78, and the latest figures for 1978–79, together with the rate income per head of population, and the year on year percentage increase in rate income; and retail prices over the corresponding period are set out below.

asked the Secretary of State for the Environment what is the amount, per capita, of the rate support grant for each of the shire counties, in the years 1976–77, 1977–78, 1978–79, and 1979–80; and what has been the reduction per capita for each of these years.

asked the Secretary of State for the Environment what is the percentage reduction in the needs element of the rate support grant for Surrey county council in the years 1978–79 and 1979–80; and what is the equivalent figure for the shire counties, for the metropolitan districts and for the London boroughs.

Neither Surrey nor the groups of authorities referred to have had a reduction in the needs element of rate support grant in the years 1978–79 and 1979–80. The percentage increases are as follows:
