§ Miss Margaret JacksonOverall, local authority expenditure on education in 1977–78 was about 2½ per cent. below the level of expenditure estimated for the purposes of the rate support grant settlement for that year. The settlement figure is, however, an estimate based on national assumptions and trends: it cannot be related to the circumstances of individual local education authorities.
