35. Mr. David Price

asked the Secretary of State for Trade what measures he is promoting within the EEC, and within any other suitable international body of which the United Kingdom is a member, to ensure that the master, officers and crew of ships flying flags of convenience are competent to fulfil their duties and are subject to appropriate surveillance as to their continuing competence.

Mr. Clinton Davis

The Inter-Governmental Maritime Consultative Organisation, of which the United Kingdom and other Community countries are prominent members, is convening an international conference on training and certification of seafarers in London in June, at which it is hoped to agree upon an international convention setting minimum standards of competence of masters, officers and crews applicable to merchant ships of all flags.
