On one occasion, the Waterloo district plan prepared by Lambeth London Borough Council, a direction under Section 12(4) was issued because of the failure to publicise adequately the matters proposed to be included in the plan, as required by Section 12(1): following further steps taken by the council to secure adequate publicity, the Secretary of State was satisfied that the purposes of Section 12(1) had been adequately achieved, the plan was redeposited and has now been adopted. On no occasion has a direction under Section 14(3) been issued.
