§ Mr. FreesonOn the latest available information, the proportion of Housing Revenue Account costs of local authorities in England in 1977–78 covered by rebated rents was 44 per cent. Since the percentages in question are governed by 475W the interaction of a number of variable economic factors, as well as by decisions on policy by central and local government, they cannot be predicted accurately for future years.
