asked the Minister of Overseas Development (1) how much and what proportions in percentage terms of the total official bilateral aid budget went to developing countries with per capita incomes of more than $280 per year in the latest full year for which figures are available;

(2) how much and what proportions in percentage terms of the total official bilateral aid budget went to developing countries with per capita incomes of less than $280 per year in the latest full year for which figures are available.

criteria: (a) how much they import from the United Kingdom, (b) their strategic importance in the eyes of Her Majesty's Government and (c) the longevity of their ties with the United Kingdom.
