asked the Minister of Overseas Development whether Her Majesty's Government are advancing any money to the Zambian Government by way of loans or grants; and whether such funds will be off-set against liabilities on behalf of the Zambian Government to individuals who are unable to obtain the necessary foreign exchange to remit their funds from Zambia to the United Kingdom.

A £5 million grant made to Zambia in 1976 is now fully committed, and the greater part spent on essential imports of United Kingdom machinery. The Zambian Government have very recently accepted a further offer of loans totalling £9.26 million which will be used for further essential imports in the trans- port and agricultural sector. These grants and loans are not being used directly to alleviate the difficulties caused to individuals by Zambia's current foreign exchange shortage, but will of course relieve the pressure on Zambia's resources of foreign exchange.
