§ Mrs. Bainasked the Secretary of State for Scotland if he will take steps to ensure that students, who support the implementation of the Scotland Bill and who are registered to vote both at home and at their places of study, will not have their votes cancelled out in the devolution referendum as a result of their failure to appear at one or other of the polling stations at which they are registered.
