Mr. Arthur Lewis

asked the Secretary of State for the Home Department whether he is aware that Mr. Ashraf Kahib Bishay, an Egyptian, who admitted and was found guilty of entering into a marriage of convenience to legitimise his illegal entry and stay in Great Britain, left his wife immediately, claimed and obtained illegally £169.23 in social welfare benefits, plus £213.90 for his wife, and admitted 19 other similar offences; whether he will act in accordance with the courts' recommendation of deportation; and on how many occasions he has declined to deport convicted persons when requested to do so by the courts.

Mr. Bishay has appealed against the sentence imposed by the magistrates' court, and the case is therefore sub judice.

In 1977, it was decided not to act on court recommendations for deportation in 181 cases.
