§ Lord HARRIS of GREENWICHThe number of recommendations made by the courts in the United Kingdom in 1977 was 1135. In 351 of these cases the offenders also received custodial sentences. I regret that information about the number of these people who were imprisoned because they were unable to pay a fine is not readily available.
