Emergency planning officers, usually supported by small teams, have been appointed by county councils in England and Wales and the Greater London Council to assist in the preparation of home defence plans and to co-ordinate plans for major peace-time emergencies which are far beyond the ability of the police, fire and ambulance services to deal with unaided.
