§ Mr. ArmstrongThis condition was introduced by the Housing Act 1974 to prevent abuses. The Green Paper on housing policy (Cmnd 6851) has proposed that its mandatory application in general improvement areas and housing action areas, which in practice has caused some hardship, should be abolished.
