asked the Secretary of State for Social Services what action he proposes to take in the light of the Oates Inquiry report into the death of Paul Brown; and if he will make a statement.

The Committee of Inquiry into aspects of the care of Paul and Liam Brown, under the chairmanship of J. S. Oakes, Esq., Barrister-at-Law, was set up by the Wirral Area Health Authority and the Wirral Borough Council and the report was published by them on 3rd April. The responsibility for considering what action should be taken rests in the first instance with the two authorities; the report is to be considered by each of them at meetings this month and they have undertaken to let me know the outcome. I am studying the report and will be considering in the light of the authorities' comments whether it raises matters calling for action at the national level.
