asked the Secretary of State for the Home Department whether, when giving consideration to the question of immigration, he will consider restoring passports to their original purpose of a travel document rather than evidence of nationality or country of origin or rights of entry into the United Kingdom.

The original purpose of a passport was, as the word implies, to enable the holder to pass through the ports. A passport remains one of the most convenient ways by which a traveller may establish his right to enter the United Kingdom because it usually provides adequate evidence of his identity and of his nationality or citizenship and may contain in a convenient form other information which would show whether or not he qualifies for entry.
