asked the Secretary of State for Energy if he will review the possible application to the United Kingdom of the policy of the United States Government to impose penalties on cars not meeting the consumption criteria of 18 miles per US gallon in 1978 and increasing progressively to 27 miles per gallon by 1984.

As my right hon. Friend informed the House in his statement on energy conservation on 12th December last, the Government have opened discussions with the motor industry on possible targets for raising the average miles per gallon achieved by new cars and on methods of achieving those targets. I cannot anticipate the outcome of these discussions, which will take into account relevant experience in other countries.
