Mr. Trotter

asked the Secretary of State for Foreign and Commonwealth Affairs whether he will inform Mr. Mugabe that his proposal that, after the independence of Zimbabwe, Mr. Ian Smith be tried by a people's court and shot is not in accordance with the Anglo-American plan for the future of that country.

Dr. Owen

I have already made it perfectly clear to Mr. Mugabe, most recently on 14th March, that a general amnesty is an essential element in the Anglo-US proposals and is necessary if there is to be a negotiated settlement in Rhodesia.
