Mr. Stephen Ross

asked the Secretary of State for the Home Department whether he is satisfied that the co-ordinating role of the police in dealing with serious emergencies is as effective and speedy as it should be.

Mr. Merlyn Rees

Responsibility for co-ordinating action lies with the police in the case of accidents which can be dealt with by the police, fire and ambulance services unaided, and I am satisfied that it is effectively discharged. In the case of emergencies which cannot be dealt with by these three services alone, local authorities are responsible for coordination.
