Mr. Arthur Lewis

asked the Secretary of State for Employment if he will publish details of the boards, commissions, committees or, other types of organisations established by his Department since October 1974, giving in each case the purpose of the organisation, the chairman's and members' salaries and expenses, and the total cost of the organisation for each year since 1974.

Details of the organisations established since October 1974 are as follows:

Advisory, Conciliation & Arbitration Service Council

  • Chairman and nine other members.
  • Chairman £16,788.48 per annum.
  • Members £1,000 (on average attendance of less than one day a week).

Purpose To carry out their functions as specified in the Employment Protection Act 1975.

Central Arbitration Committee Chairman, 18 Deputy Chairmen and 63 other members. Chairman £6,729.40 per annum for 2½ days a Week. Deputy Chairman £45 a session. Members £35 a session.

Purpose To carry out their functions as specified in the Employment Protection Act 1975.

Health & Safety Commission

  • Chairman and eight other members.
  • Chairman £16,788.8 per annum.
Members £250 per annum plus £25 for each day's work.

Purpose To carry out their functions as specified in the Health and Safety at Work ect., Act 1974.

Levy Exemption Referees

  • President and six other members.
  • President £40 per session.
  • President £16 per session.

Purpose To consider appeals against non-exemption from levy under the Industrial Training (Levy Exemption References) Regulations 1974.

Manpower Services Commission

  • Chairman and nine other members.
  • Chairman £16,788.80 per annum.
Members £250 per annum plus £25 for each day's work.

Purpose To carry out their function as specified in the Employment and Training Act 1973.

Panel to Consider Representations About Licences Under Employment Agencies Act 1973

  • Five Members.
  • Fee £35 per day.

Purpose To hear appeals from persons aggrieved by a decision of the licencing authority to refuse to grant a licence or for revoking the holding of a licence.

Expenses Chairman and members are eligible for payment of travelling expenses, and subsistence allowances at the present rate of £1.20 for an absence of more than five and not less than 10 hours; £2.55 for a longer absence in one day and night subsistance at the rate of £23.15 in London and £21.30 elsewhere, when travelling on the business of a board/committee.

Costs The yearly expenditure since 1974 on each organisation could be obtained only at a proportionate cost.
