asked the Secretary of State for Social Services why the iron railings at the West Middlesex Hospital are being replaced by a 5-ft.-high brick wall; what is the exact cost; what stage the work has reached; what alternatives were considered; who took the decision and whose consent was required; if he will take action to reduce the cost; and if he will make a statement.
