§ Mr. Merlyn Rees:The report of the Working Party on Water Safety, which was set up by my predecessor in 1974 following consultation with the then Secretary of State for Scotland, is being published today, and I should like to take this opportunity to thank the members of 787W the working party for the very informative analysis of the problems involved in the prevention of drowning accidents which they have produced. The Government will now examine the working party's proposals and a further statement will be made in due course. In the meantime, I must make it clear that, given the continuing requirement to contain the growth of public expenditure as a whole, the Government are not committed to acceptance of the recommendations and, in particular, is not in a position to give any undertaking that early action will be taken on those parts of the report with expenditure implications.
