HC Deb 24 November 1977 vol 939 cc873-4W
Mr. Rifkind

asked the Secretary of State for tthe Home Department which of the matters for which he is responsible in England he is not responsible for in Scotland; for which matters he is currently responsible in Scotland; and which matters for which he is currently responsible in Scotland will become the responsibility of the Scottish Assembly and executive under the terms of the Scotland Bill.

Mr. Merlyn Rees

For the most part my responsibilities do not extend to Scotland. The main exceptions are the responsibilities that I have at present throughout the United Kingdom or Great Britain in regard to the law of treason and other aspects of the criminal law affecting State security; measures against terrorism; extradition; nationality and immigration control; community relations; the Race Relations and Sex Discrimination Acts; broadcasting and radio regulation; summer time; dangerous drugs; and poisons. Under paragraph 32 of Schedule 16 to the Scotland Bill, the powers conferred by the Summer Time Act 1972 to extend the period of summer time and introduce double summer time will, as regards Scotland, be exercisable by the Scottish Executive subject to the approval of the approval of the Assembly.
