§ Mr. MarksThe proposed powers are those outlined in paragraph 54 of the White Paper "Policy for the Inner Cities" (Cmnd. 6845) namely: to make 90 per cent. loans for land purchase and erection of buildings, to declare industrial improvement areas and in them to assist with improvements to amenity and conversion of obsolete industrial buildings; and in partnership areas to assist with site preparation costs and factory rents. My right hon. Friend hopes to introduce the Bill giving effect to these proposals before Christmas.
