asked the Secretary of State for the Home Department why no refund of the unexpired licence fee for a colour television set is returnable to the licence holder when it is no longer used; and if he will seek so to amend the Wireless Telegraphy Act 1949.

The grounds on which refunds on television licences may be given under the powers in Section 3(3) of the Post Office Act 1969 must be limited if the licensing system is not to become unmanageable and excessively expensive. The policy on refunds is under review in the light of recommendation of the Annan Committee on the Future of Broadcasting that no changes should be made in the present arrangements.
