asked the Secretary of State for the Home Department whether the proposed 10 per cent. pay increase for the police will apply to their flat rate of pay or total gross pay; whether there will be a 10 per cent. increase in allowances; whether the 10 per cent. will be applied to pay figures increased of the last 5 per cent. increase; and to what extent any further increase granted as a result of the inquiry under Lord Edmund-Davies will be backdated.

The 10 per cent. pay increase covers gross pay after the 5 per cent. supplement but excludes reimbursement allowances. Until the Committee of Inquiry under Lord Edmund-Davies has made recommendations on pay the timing of their implementation cannot be considered. This is a matter on which the Committee may express views. The Government are committed to accepting the Committtee's recommendations on pay but reserve the right to consider the phasing of their implementation.
