asked the Secretary of State for Transport what is the average time taken by the Swansea Vehicle Licensing Centre to transfer the registration of a vehicle; what is the longest and shortest time taken; and when the hon. Member for Newham, North-West can expect to receive his new registration book, details of which have been supplied to him.

The average time taken to issue a registration document following transfer of a vehicle record to the Driver and Vehicle Licensing Centre is currently three weeks (15 working days). The shortest time is just over one week (six working days): less than 1 per cent. take longer than six weeks (30 working days). My hon. Friend's recent application reached the Norfolk County Council on 7th November and a vehicle licence was issued that day. I expect the new registration document to be issued within the period of six weeks indicated on the form of receipt.
