§ Mr. Reidasked the Secretary of State for Energy if he will make a statement on his policy on Recommendation 305 adopted by the Assembly of the Western European Union on 23rd June (a) deploring the continued consensus on a common energy policy, (b) seeking the assignment of a higher percentage of research and development expenditure to new sources of energy, and (c) recommending the establishment of a working group to consider maritime sources of energy.

Recommendations of the Assembly of the Western European Union are addressed to the Permanent Council which considers them and forward replies to the Assembly. A reply to the recommendation to which the hon. Gentleman refers will be put before the Assembly when it meets in Paris at the end of this month. The United Kingdom will have a shared responsibility for this reply, and I am sorry, therefore, that I cannot make any advance statement.
