§ Mr. Ronald Brownasked the Secretary of State for Transport if he will seek powers to instruct insurance companies to refuse insurance cover against theft to haulage companies who operate their businesses from residential roads, particularly thefts of valuable goods from lorries and trailers dumped on the roads throughout the hours of darkness, in view of the nuisance which this practice causes to residents, particularly in Hackney and Shoreditch.
