Mr. Spearing

asked the Prime Minister what criteria Her Majesty's Government apply to invitations to Ministers to speak at gatherings and conferences where large fees are payable by those attending and profits are made by the promoters.

The Prime Minister:

It is for each Minister to consider such an invitation on its merits with particular regard to whether it will provide an appropriate occasion for an exposition of Government policy.
