Mr. Powell

asked the Secretary of State for the Home Department if he will ensure that the forms which passengers arriving at Gatwick Airport from Heathrow are invited to complete are those prescribed under the Prevention of Terrorism Act and not under the Immigration Act 1971.

Mr. Merlyn Rees:

I have directed forms of landing and embarkation cards to be used as part of the controls under the Prevention of Terrorism (Temporary Provisions) Act 1976. Cards issued under the Immigration Act 1971 are not appropriate for this purpose, and the police have informed those concerned at Gatwick Airport of this. I believe that the right hon. Member was recently given a wrong card, but that he received a personal apology before leaving the airport.
