Mr. Wigley

asked the Secretary of State for Wales if he will ensure that those local education authorities that suffer additional costs because of the recent inflow of non-Welsh speaking children into areas where the first language of the primary school is Welsh, have additional grant assistance to meet the problem.

Government financial support for the education service is provided through the rate support grant and I have no power at present to pay specific grant to local education authorities. The Consultative Paper on Local Government Finance (Cmnd. 6813) makes it clear, however, that the question of specific grant for certain educational purposes will be considered further in consultation with local authority associations.
