asked the Secretary of State for Wales what studies he has made of the effect on domestic rate charges in Wales of the proposed change of rate valuation from rental to capital values; and with what results.

Preliminary indications are that capital valuation would lead on average to increases in rateable values in Wales relative to the national average. However, the relationship between capital values and present rateable values could change significantly in the period before capital valuation was introduced and it is not, therefore, possible to provide meaningful estimates of the effect on rate bills.
