§ Mr. John MorrisPreliminary indications are that capital valuation would lead on average to increases in rateable values in Wales relative to the national average. However, the relationship between capital values and present rateable values could change significantly in the period before capital valuation was introduced and it is not, therefore, possible to provide meaningful estimates of the effect on rate bills.
