§ Mr. Robert SheldonThe saving would arise mainly because those in receipt of a national insurance benefit in respect of their children would suffer a reduction in that benefit and in addition would lose the full value of their child tax allowances. Also, higher rate taxpayers would not be compensated for the loss of child tax allowances at the difference between the basic rate and their marginal rate.
