asked the Secretary of State for Foreign and Commonwealth Affairs on what grounds one of his officials refused admittance to the United Kingdom of the Duke of Montrose.

The Duke of Montrose is subject to passport and travel restrictions under the terms of Mr. George Thomson's statement to this House of 27th June 1968 and, as such, is denied United Kingdom passport facilities. Successive Governments have acted on this basis. As my right hon. Friend the Lord Privy Seal stated in another place on 5th May, the Duke has not made any application for passport facilities recently. He last applied for and was refused a passport in 1975.
