Mr. Heffer

asked the Secretary of State for the Environment whether, further to his statement of 6th April on inner cities, he has been in touch with local authorities about the £100 million construction programme announced in the Budget speech.

Mr. Shore

I have invited the prospective partnership authorities for Birmingham, Liverpool, Manchester/Salford, Docklands and Lambeth—the counties and districts, the GLC and the London boroughs concerned—to put forward programmes of construction works in their inner areas of the kind set out in the Chancellor's Budget Statement. The appropriate health authorities will be asked to participate. The Secretary of State for Education is in touch with the Inner London Education Authority.

The relevant authorities have been asked to consult together and to submit programmes of additional construction expenditure not exceeding:

For Birmingham £11 million
Liverpool £11 million
Manchester/Salford £11 million
Docklands £17 million
Lambeth £5 million
ILEA in respect of Docklands and Lambeth. £2 million

Further programmes will be sought in respect of other inner areas in the light of developments in inner city policy to make up the balance of £26 million which is available for England.
