§ Mr. Townsendasked the Secretary of State for Foreign and Commonwealth Affairs if he will make available to the House the rules laid down by the four governors at Spandau covering the treatment of prisoners in solitary confinement.
§ Mr. JuddWhile sharing the genuine anxiety of the hon. Member I regret that I am unable to make a copy of the426W Spandau Prison regulations available to the House, since all Four Power documents relating to Spandau Prison are confidential. I should add that, although Hess has been the only prisoner in Spandau since the last remaining prisoners were released in 1966, and although the British Government remain actively concerned about this unacceptable situation, he is not held in solitary confinement in the most restrictive sense of the term. He is able to receive monthly visits from his family and to take regular exercise in the prison garden. However, the objective of the British Government remains to secure the release of this prisoner.
