asked the Secretary of State for Education and Science what steps she is taking to ensure that students understand her policy about the raising of student fees and, in particular, why overseas student fees are above the level charged to home students.

I made a full statement to the House on 25th November last year about the Government's policy of raising tuition fees in 1977–78. I explained that the differential charge for overseas students would have to continue but that it remains Government policy to work towards its abolition when economic circumstances permit.

On 8th March, the day before the NUS day of action, I received the first request from the NUS for a meeting on the subject. I have replied, indicating my willingness to discuss the matter.
