Mr. Brotherton

asked the Secretary of State for the Environment what are the functions of the Construction Industry Manpower Board; who are its members; what fees and salaries are paid to them; and what is the overall cost of the board to public funds.

Mr. Freeson

The terms of reference of the board are: To advise the Secretary of State for the Environment on:

  1. (a) the extent and effect of sub-contracting by the self-employed in the construction industry in the light of Government measures to tackle the abuses of the lump and of developments in the industry generally, and on
  2. (b) the desirability of statutory or other measures to increase the stability of employment in the construction industry and, in particular, the desirability of establishing a statutory authority to implement measures for that purpose which could also include a register of employers and employees".

The members of the board are:

Mr. F. J. Chapple

Mr. R. Cowan

Mr. G. Henderson

Mr. P. F. Jerrard

Mr. K. McAlpine

Mr. G. F. Smith

The chairman receives a fee of £25 per day. No other fees or salaries are paid. Since the board was established in February 1976, fees and expenses have totalled £200.

asked the Secretary of State for the Environment when he expects the Construction Industry Manpower Board to introduce a register of employers and employees in the building industry.

Mr. Freeson

The board's function is advisory. It is not possible to say when the board will report on this subject.
