Mr. Atkinson

asked the Secretary of State for the Home Department if he will list the citizenship rights to which the British-born children of Mr. and Mrs. Djemal of 65 Broad Lane, London, N.15, are entitled, deportation orders having been issued against the parents; and what is the earliest date the children will become entitled to a State education in Great Britain.

These children acquired citizenship of the United Kingdom and Colonies by birth in the United Kingdom. Accordingly they have the right of abode here, irrespective of the citizenship and immigration status of their parents. A local education authority is under a duty to provide education suitable to the requirements of all pupils of compulsory school age—i.e., at the beginning of the term following the fifth birthday—who are resident in that authority's area, and who are patrial or who have settled status under the Immigration Act 1971.

asked the Secretary of State for the Home Department if he will list the number of deportation notices he has signed in the last 12 months and group them according to the countries of origin of those concerned.

Mr. Atkinson

asked the Secretary of State for the Home Department in how many cases the officials of the Immigration Department have initiated action under Section 3(5)(a) of the Immigration Act 1971; and in how many of these cases he has refused to sign the deportation orders.

Mr. Merlyn Rees

Action under Section 3(5)(a) of the Immigration Act 1971 is invariably initiated by officials; they put forward proposals to me for the making of deportation orders, which I then consider. Information is not available on the number of cases where I have declined to act on these proposals.

At Gartree and Pucklechurch, which do not have their own electro-convulsive therapy machines, treatment was given on equipment brought in for the purpose. No treatments were given at seven of the prisons which have portable ECT machines, viz., Dartmoor, Durham, Grendon, Holloway, Leeds, Manchester and Wormwood Scrubs.

Information about refusal of electro-convulsive therapy treatment is not available.

Mr. Christopher Price

asked the Secretary of State for the Home Department how many nurses without NHS qualifications have been employed upon administering electro-convulsive therapy to prisoners over the past three years.
