§ Mr. Merlyn ReesTogether with my colleagues the Secretaries of State for Social Services, for Education and for Wales, I have now completed consultations on the form and content of an order to be made under Section 69 of the Children Act 1975 prescribing the conditions which must be satisfied before a court can commit a young person to a remand centre or prison on the ground that he is so unruly a character that he cannot safely be committed to the care of a local authority. I hope to make the order before very long.
